In Karmøy the REC services are organised as part of the DEPARTMENT OF EDUCATION AND CULTURE – MUNICIPALITY OF KARMØY. The basic values for all work within the Educational and Culture Department are:  Optimism – Respect – Quality – Responsibility. The structure and responsibility of the services are as follows:

The Educational Support and Advisory Centre (OKE – Staff)

OKE-staff is organised as a cluster which consists of an Educational Development and Support Team (educational advisors), a Financial Team (financial support) and an HR and Personnel Team (personnel consultants). OKE-staff is, on behalf of the Educational and Culture Department responsible for support, development and innovation in schools and kindergartens in the Municipality of Karmøy.

It is an overall principle for the development and support team to always work according to research based methods to enhance professional community learning. This indicates that tasks carried out may not just be part of a fixed structure or tradition, but that they must always be adapted to meet the specific needs of the individual school or kindergarten organisation. The team is supposed to contribute into the quality development process at the individual institution as well as similar processes between schools and kindergartens. The Strategic Goals for the Department and consequently the Development and Support Team’s work are:

ESL work is integrated as an area of priority and a point of focus within all these goals.

The Educational and Psychological Counselling Service (PPT)

Pedagogisk Psykologisk Tjenestekontor

According to Norwegian law (Education Act, § 5-6, 1998) every municipality is obliged to have an Educational Psychological Counselling Service (PPT).  Its intention is to aid children, adolescents and adults who are experiencing developmental difficulties or having difficulties related to education. PPT exists to provide kindergartens and schools with guidance and counselling about how to organise learning and social situations for children and pupils who need help. PPT will e.g. assist schools when it comes to organising learning in better ways to help pupils with special needs. The law states that the PPT has to work at both system as well as individual levels.

PPT is not a part of our RECIPE consortium, but will be involved in the project through one of our case studies.
